They're ONLY supposed to have LIMITED POWER, not power curbed only by already written law. The Constitutional limit on their power IS THAT THEY CAN ONLY PERFORM DUTIES LAID OUT FOR THEM, not create duties because it's not specifically banned in the Constitution. If you don't understand the difference, TAKE A CLASS ON IT and learn. Is that too much to ask schools to teach?
